OECD AI Principles

The first intergovernmental AI policy principles, adopted by OECD Council recommendation in 2019 and revised in 2024: five values-based principles plus five recommendations for policymakers, since adhered to well beyond OECD membership.

They are the closest thing AI governance has to a shared starting vocabulary - "human-centred values," "transparency," "robustness" - that later, more binding instruments (the EU AI Act, national strategies, UNESCO's Recommendation) all build on rather than contradict.
